All parties to the Russia-Ukraine War should commit to genuine diplomacy with serious negotiations, however, we recognize the full agency of Ukraine to best represent themselves in these talks.

We note that in launching the Russia-Ukraine War in 2014, beginning with a covert military operation in Crimea, Russia reneged on its assurances for peaceful coexistence with Ukraine agreed in the “Budapest Memorandum on Security Assurances” (1994).
